As part of the CMS RAC-DW project, Arch Systems manages and maintains routine operations of the current system, and provides help desk support and disaster preparedness planning. We have implemented and continue to monitor system controls on user activities/uploads to ensure data quality, completeness and adherence with all RAC program/Data Warehouse policies and procedures. An ongoing requirement exists for IT development and enhancement services.
Unified Case Management
Unified Case Management (UCM) system aligns the business goals of supporting the workload of Program Integrity contractors across the Medicare and Medicaid programs. Through the UCM system, CMS will be laying the foundation for a nationally coordinated campaign against fraud, waste, and abuse that is enabled by timely sharing of actionable data and information.
Physician Quality Reporting System (PQRS)
Arch provides vetting support for the PQRS project nationally Arch provides technical assistance on weekly and monthly support calls where the call volume and support platform is on a national level. Arch help desk responds to emails with questions and concerns daily. There are roughly 200+ incoming and outgoing emails from our help desk services box on a weekly basis. Not only does Arch help desk team triage questions and concerns, but they also help with registration issues, troubleshooting errors, answering XML registry questions, uploading submission confirmation emails, including discrepancies, and finalizing counts. Education and outreach is also provided on a national scale to support over 100+ participants.
Virtual Data Center (VDC)
The primary objective of the VDC is to provide the Information Technology (IT) infrastructure and services to operate CMS business systems. This effort supports the framework for the overall Centers for Medicare & Medicaid Services (CMS) Information Technology (IT) infrastructure initiatives. It will provide secure, robust, and reliable application hosting and information services to meet present and future legislative mandates while ensuring CMS' ability to meet increasing computing demands. This SOO provides VDC Contractors the maximum flexibility to propose innovative, cost-effective, and efficient solutions for meeting the stated mission, program, and contract-level objectives of CMS and the VDC Contract.
Responsible for building and maturing the CMS EA Program as defined in OMB circular A-130. Objectives under this contract include: 1)Building and maturing EA governance programs including integration with Capital Planning and Investment Control, 2)Providing Subject Matter Expertise in EA components, core principles, and methodologies, 3)Modeling enterprise-level business functions, processes and solutions in the health care environment, 4)Developing, and defining the Health Care Administration Business Area.

Measurement & Instrument Development Support (MIDS)
Arch Systems has been selected by both Abt Associates, Inc. and RTI International to be a part of their teams.
This program promotes the quality of healthcare by emphasizing major strategies for evaluating and improving care. Under multiple task orders, the contractors will assist CMS in developing, testing, refining, revising, maintaining, implementing, and publically reporting quality healthcare-specific measures.
This contract will provide a vehicle to objectively evaluate and promote quality of care within the Federal quality reporting programs by aligning with the Measures Management Blueprint, a comprehensive and structured process for developing and maintaining evidence-based clinical quality measures (CQMs), including electronic CQMs, based on Electronic Health Records.
Substance Abuse and Mental Health Services Association (SAMHSA) IDIQ
Arch Systems has been selected as a subcontractor to Delta Solutions and Technologies, Inc. to provide Technical Assistance and Training services to the U.S. Department of Health and Human Services' Substance Abuse and Mental Health Administration (SAMHSA).
The multiple-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract has total ceiling of $900 million across all awardees over the next five years. Delta Solutions' award falls under SAMHSA IDIQ Domain IV (Large Business).

Provide analytic support and technical assistance for models and demonstration programs that are derived under the Patient Protection and Affordable Care Act (ACA). This support will include the design, implementation and evaluation of research and/or payment and service delivery models to test their potential for reducing expenditures for Medicare, Medicaid, Children’s Health Insurance Program (CHIP), and uninsured beneficiaries while maintaining or improving the quality of care.
July 1, 2014--Arch Systems was named a Prime Contractor for the Health Resources and Systems Administration (HRSA) Evaluation Studies (IDIQ) - Domain 3
Activities within Domain 3 may include: 1) assessing and developing evaluation-related IT data systems both within HRSA and among its programs/grantees; 2) developing professionally-validated data linking algorithms to support program evaluation; and 3) information technology capacity development to support evaluation-related activities among small and medium sized public health organizations serving HRSA program/grant clients and/or program/grant areas.
March 25, 2014 Arch Systems was named sole subcontractor for the RAC Data Warehouse under GSA 8(a) Streamlined Technology Acquisition Resources for Services (STARS) II.
This contract covers the hosting, maintenance and enhancement of the existing Internet-based Recovery Audit Contractor (RAC) Data Warehouse as well as continuing required developments within the database of enhancements such as the inclusion of MAC workloads, upgrading of the reporting system, implementation of an edit mechanism for New Issues, creation of error reports/data integrity reports for analysis and the reorganization of RAC regions.
