I started out my journey in the IT field as an Enterprise Architect and Business/Systems Consultant. With a Bachelor’s in Information Technology, Master’s in Computer Systems Management, Master’s Certificate in Information Assurance, and Doctorate in Business Administration and Technology Entrepreneurship (Currently Pursuing), and Certified Scrum Master, my strengths include a bundle of technical certifications . Over the past 20 years, my expertise in the field of information technology is a good balance of technical and business acumen. I strive to realize purposeful innovations that improve human lives. Arch is a 3 times winner of the Federal Health IT Innovations Awards on federal government prime contracts!

Our mission is to continuously provide excellence in quality to all our customers, employees, and citizen-partners in service to the civilian and defense agencies. Our dedication is a testament of our persistence, resilience, and servant-leadership qualities and values. I love to engage in public service, spirituality, and philanthropy. I also like to grow things. So, I naturally gravitate towards gardening and other nature related activities. I am currently grooming my son into a business leader. Dr. Terris King

Prior to joining AT&T as the Executive Director for Healthcare, Terris was the Deputy Director of the Office of Information Systems at the Centers for Medicare & Medicaid Services (CMS). In this position, Terris assists the in leading the responsibilities of the Agency's Chief Information Officer in planning, organizing, and coordinating the activities required to maintain an agency-wide Information Resources Management (IRM) program. He ensured the effective management of the Agency's information technology, and information systems and resources including information systems that support the Medicare and Medicaid programs and policy for disclosure and protection of CMS data. Prior to this role, Terris was the Acting Director of the Office of Minority Health for CMS.
In this role, Terris focused on the establishment of the new office with the mission to improve the health of racial and ethnic minority populations in concert with established operational mechanisms in the agency as they implement payment reform, regulation and survey, coverage policies, health information technology, quality improvement, data analysis, and development of innovation and demonstration projects. For six years, Terris served as Deputy Director of the Office of Clinical Standards and Quality (OCSQ). With a budget of approximately $650 billion dollars and serving over 90 billion Medicare beneficiaries, Terris was part of the leadership that influenced the direction of the health care system in America.

Dr. William Rollow

Dr. William Rollow is joining Arch Systems newly formed Advisory Board. Dr. Rollow is Practice Director at Integrative Health Practices, LLC, an integrative medical practice in Ellicott City, Maryland and is an independent health policy consultant for organizations including Arch Systems Inc. and Maximus Federal.
Dr. Rollow is board-certified in family medicine and integrative medicine, and has a master’s degree in public health. He has an extensive background in primary care practice transformation, quality improvement, healthcare technology, medical management, managed care, federal government programs, and administration. Having developed and led the EmblemHealth Medical Home High Value Network Project, he directed the CMS group with the responsibility for the Medicare Quality Improvement Organization and End-Stage Renal Disease Networks programs. He also has provided technology-based strategic and analytic consulting services at IBM, and held senior medical director positions at BlueCross BlueShield of Illinois and at Anchor HMO.
Dr. Rollow seeks to promote transformation in the lives of individuals through clinical care, in organizations through delivery system redesign, resulting in improvements in outcomes and cost, and in communities through policy and practice that support health and wholeness.

Don Kim

Don Kim is joining Don Kim is an expert on Information Security and Automation, practicing in both public and private sectors. He has a long history of experience in compliance automation and AWS public cloud security. Through his career Don has held various consulting roles in areas such as Automation, Security, and Management. He has demonstrated an excellent ability for understanding, communicating, and solving complex security governance issues in hybrid environments. In addition, Don has received many awards for his ability to map requirements and translate them into automated assessments and partnering with cross-functional teams to achieve greater security outcomes.
Don led a project that performed security assessment automation on multiple server platforms in a highly regulated environment. He configured compliance scripts based on CIS and corporate requirements, saving thousands of person hours. Based on this success, Don was invited to become a member of the AIG Corporate Security Leadership Team, where he managed an engineering team tasked with expanding automated assessments into network devices, databases, webservers, and AWS on over 30,000 servers. By partnering with teams to assess and drive remediation, he was recognized for collaborative leadership with the prestigious AIG Galaxy Award.
Don holds a degree in Security and Networking and maintains his CISSP, GCCC, PMP, AWS Certified Developer Associate, and AWS Solutions Architect Associate certifications.
When Don isn’t figuring out how to integrate security into business processes, he spends his time enjoying the outdoors, trying different ethnic foods, and spending time with his wife and three children.

Larry Chmiel

Larry Chmiel is joining Arch Systems newly formed Advisory Board as an expert on Security and Privacy. Larry is the Founder of Security and Privacy Consulting. He has more than 35 years of accomplished leadership, intelligence, and information security experience, including positions of increased leadership and technical responsibility within the United States Army’s counterintelligence community. Larry specializes in Government Information Assurance practices including privacy, Federal Information Security Management Act (FISMA) requirements, the Security Control Assessments, and Certification and Accreditation (C&A) processes using NIST standards.
Larry designs and develops related, required security documents including, but not limited to, risk assessment reports, system security plans and security self-assessments. He has performed numerous security policy reviews, developed security policies for federal agencies, and served as Information System Security Manager. Larry has also provided security consulting services for several major Government contracts including contracts for the Internal Revenue Service, Department of Education, and the Social Security Administration. He has also conducted numerous security control assessments for multiple Private Collection Agencies including developing and submitting annual FISMA packages. Larry has developed risk assessment processes and procedures for commercial entities including a major bank.
Larry has bachelor’s degrees in political science and Computer Networks and graduated from the Defense Intelligence College and the Defense Language Institute. He is also a qualified auditor, NSA Information Assessment Methodology Certified, and is a Certified Master Instructor.

David Osborn

David Osborn has been nominated to join Arch Systems as a member of our Advisory Board. David has led to winning over $10 Billion dollars in across our Global Healthcare Markets. As a recognized market growth executive, he has earned 17 Chairperson’s and President’s Awards in 20 years, and is savvy in today’s hottest segments (AI, Analytics, and Actuarial & Management Consulting Solutions). David has earned a reputation as a results-driven leader by applying his strategic business acumen, innovation, and industry insights to deliver top and bottom-line results for shareholders and clients.
Healthcare’s in his DNA; born of generations of Doctors, Marines, and BOD Members, he’s led to multiple M&A’s with Analytics & Consulting firms delivering transformational growth to market. As a master negotiator, at IBM Business Services, Dell’s Perot Systems, CSC Health Solutions and General Electric Corporation, his foundation began at Kansas State University majoring in Business Marketing and minoring in Clinical Psych.
David began his career at IBM winning what nobody else could; he won IBM’s first in the Human Genome Project. Leading the new IGS service into competitive Healthcare markets, he surpassed all financial, customer satisfaction, and growth goals earning global recognition. As Partner at CSC Healthcare leading Business Development, he led in selling massive contracts and built strategic partnerships with Fair Isaac, IBM, and Oracle.
He launched FICO’s healthcare analytics and consulting division to market which resulted in a $100 Million sale. David joined Dell/Perot Systems Inc. as a Global Director of Business Development he was a driving force who re-imagined their capabilities and led a new Federal and State ACA service to market achieving over $500 Million in new revenues. Today, David is on the Board of: MindFlash, Citadel Group, About the Kids Foundation, and Prism Health Services while he is driving huge growth in client engagements as a Market Growth Consultant.
We welcome his thoughtful leadership and highly effective growth strategy which is renowned through the healthcare community. David has proven to be an excellent, engaging leader who motivates and inspires his teammates, customers and the community. In his private life, you can find him in the mountains, scuba diving, or gardening with his wife, Kim or son, Dillon. That is, if he is not in the kitchen canning his great grandmother’s award- winning dill pickles or working on his vintage Land Rovers.

Vijai Rao

Vijai “VJ” Rao has over 20 years of experience as a security leader, and management consultant. His efforts have led to streamlined processes, adoption of security standards, efficiency increases and millions of dollars in cost savings using the cloud for small to large organizations. He has pioneered several approaches which have been well received in the Public Sector, NGO, and security communities. Some of his highlights include pioneering SMSbased election monitoring, creating coalitions for sharing threat intelligence, and innovative approaches to qualitative risk assessments. VJ has conducted several security audits and risk assessments for scopes ranging from small security projects to business operations for large organizations. VJ’s areas of expertise include the NIST Cyber Security Framework, NIST Risk Management Framework and IoT. VJ speaks regularly on security matters and his efforts have been profiled in several technology articles.
In addition to his extensive advisory background, VJ serves as the Chief Information Security Officer for the Commission on Presidential Debates. The security program managed by VJ for the 2016 debates was the only major program to come out of the 2017 election cycle unscathed by security compromises.
VJ’s security certifications include (but are not limited to): CISSP, CISA, COBIT 5 and many more. VJ also holds several management certifications including PMP, Financial Leadership, Business Leadership, Executive Leadership and many more. VJ holds a master’s degree in Computer Science from the University of Pennsylvania.

Joseph Barr

Joseph Barr is joining Arch Systems newly formed Advisory Board as a Data Analytics expert. Joseph has over twenty years of experience with Analytics, Product, Business Leadership, and Education. Throughout his career, Joseph has demonstrated extensive expertise within data science, big data, personalization, risk & valuation, and digital products in multiple verticals. He designed a personalized real estate transaction platform that costs five million dollars to build and run within a time frame of eighteen months. The platform generated fifty-one million dollars in revenue in three years and changed how Home Union manages analytics contributing to the turnaround and success of the company.

Joseph attended Florida State University where he earned a master’s degree in mathematics and statistics. Afterward, he would attend The University of New Mexico where he obtained his Ph.D. in Mathematics. Joseph currently is the Chief Data Scientist at Barr Analytics.

Roberta Parker

Ms. Roberta Parker is joining Arch Systems Advisory Board as a health care fraud, waste, and abuse expert in both the government and private sectors. Roberta began her career in the New Jersey Attorney General’s Office with the Medicaid Fraud Unit, before joining the FBI as a Special Agent. Her 26 year FBI career focused on white collar crimes, with an emphasis on health care fraud. Roberta successfully investigated a variety of sophisticated health care fraud schemes involving a wide range of targets, including nursing homes, doctors, pharmacies, podiatrists, durable medical equipment companies, laboratories, ambulance companies, pill mills, drug diversion and controlled dangerous substances violations. Roberta also established strong ties with local, state, and federal law enforcement, regulatory agencies, and private health insurance Special Investigations Units.
Upon her retirement from the FBI, she joined MedProtect, LLC, as the Benefit Integrity Manager on the Centers for Medicare and Medicaid Services West Medicare Part D fraud contract and led a team of auditors, data analysts, and investigators in the investigation of Medicare Part D pharmacy fraud. She subsequently became the Project Manager on the stand up on the Centers for Medicare and Medicaid Services’ Marketplace Complaints Review contract, which focused on analyzing consumer complaints about possible fraud, waste, and abuse in the Affordable Care Act.
Roberta has also worked on security related contracts for the FBI, DOD, and Department of State. She currently holds a top secret clearance.
A few of Roberta’s passions are fraud, travel, her family, skiing, and the great outdoors.
